Based on these premises, the Diagnostic chapter identifies the future problems and challenges of the municipality, in terms of Territorial Occupation, Integral Human Development, Plural Economy and Institutional Development to give rise to the Planning Approach, based on the Management of Life Systems and Risk Management and Climate Change, describing the diversity of the La Paz municipality, in terms of geography, climate, vegetation, biodiversity, among others, added to the population and its organization in the territory.The Management of Life Systems makes visible the potentials and limitations in the municipality that contribute to the definition of the type of occupation and use necessary to achieve a harmonious balance resulting from this interaction.Finally, the Vision, the Development Model and Axes proposed in the medium and long term in the La Paz 2040 Comprehensive Plan, propose a compact, polycentric, orderly and harmonious municipality with nature.
